Evaluation of the Fremantle Accord

The evaluation involved collection of a number of indicators of alcohol related harm including: Focus groups and key informant interviews with licensees, staff, patrons, police, local businesses and concerned resident; Police statistics on alcohol related harm; Fremantle Hospital emergency department data; Assessment of management house policies and practices; Pseudo underage patron assessments; and Pseudo drunk patron assessments. Comprehensive assessments using these data have been made at two points in time both in Fremantle and in control establishments in Northbridge. Preliminary results have been presented at an international conference which suggest that the impact of the Accord has been weak. The evaluation project was managed jointly by the National Centre for Research into the Prevention of Drug Abuse, the Fremantle City Council, the WA Health Department and the Chairman of the Accord Best Practices Committee.
