This project developed a submission on Aboriginal issues to the Committee of Inquiry into the Liquor Licensing Act 1988. The project was a collaborative one between the Aboriginal Legal Service, the Perth Aboriginal medical Service (now Derbarl Yerrigan Health Service), the National Centre for Research into the Prevention of Drug Abuse now the National Drug Research Institute) and the Aboriginal Advisory Council's Royal Commission Reference group.

The submission: presented a summary review of alcohol use and alcohol related problems among Aboriginal people in Western Australia; reviewed the effectiveness of the then current Liquor Licensing Act in, (a) regulating the sale, supply and consumption of alcohol, and (b) minimising the harm caused by excessive alcohol consumption; presented a set of proposals for changes to the Act aimed at minimising the harm caused by excessive alcohol consumption and which maximisd the opportunity for Aboriginal people to determine the conditions under which alcohol consumption could take place in their communities.
